As a youngster, Heizou befriended by a merchant's son and the two boys spent a lot of time together. Over this time, Heizou began to notice that while his friend would often present him with expensive gifts he was always dressed in poor clothing, and eventually the truth would come out - he was not a merchant's son at all, but rather had initially befriended Heizou in order to steal from him. Already highly principled at this age, Heizou was utterly outraged and cut this friend off immediately, throwing away everything he had given to him save for a small green stone which he had found while the two of them had been playing together in a river.
It was only by chance that he happened to attend the same festival where they had first met some years later, where he found his former friend moments after he had been stabbed by someone trying to rob him. As the other young man lay dying in Heizou's arms he showed him that he had no money to be stolen, but had kept his own green pebble stowed away in his wallet. Heizou was utterly powerless to save him. After he made his way home in a daze, he made the choice to turn his already keen mind not to the solving of crimes already committed, but to the rooting out of evil at its very source - he would be evil's natural enemy, and would grow a reputation so fearsome that anyone who might consider turning to crime would immediately turn from it. It was this very resolve that granted him his Anemo Vision before he left his home for Inazuma City.
Heizou has always been a rebellious sort with a dislike of following rules, and even though he managed to secure a job at the esteemed Tenryou Commission (essentially law enforcement) his activities tend to lean more towards following his own personal principles rather than doing what is expected of him, much to the constant aggravation of his superiors. Famously difficult to get along with, Heizou is eccentric and flighty with a good sense of humour and a flirtatious nature, but all of this is put to the side when he's got his nose to a case. His eccentricities and difficult nature are tolerated because he gets results.
Driven by his past and the painful events which had caused him to turn his mind to working as a detective, Heizou is privately far less confident than he appears. He is emotionally intelligent and sensitive, and while he is always sure of himself when it comes to his conclusions he sometimes second guesses his choices when it comes to actual interactions with people and the decisions he makes in that respect. He understands the weight of the reputation that he already has and that it brings with it many expectations, as well as keeping him detached from other people (as they often view him to be an omen of bad news about to come their way), and he is rarely able to go anywhere without people thinking that there is some ulterior motive for him showing up.
The detective prefers to use his mind to combat trials he faces, but he is not without physical ability. However, he sees the use of brute force as something that should be done as a last resort, or where the application of reason cannot be utilised.
While he would consider his full potential to be reaching the height of his aims - building his reputation to such an extent that the very mention of his name can snuff out a wicked thought - Heizou's potential in Folkmore would take on a different form. Without the burden of his reputation on his shoulders he would be far more free to explore other aspects of life, able to make friendships without the suspicion of others and to, perhaps, finally come to terms with what happened in his earlier life and just why it drives him so fiercely. Heizou would be willing to go to many lengths for the fulfilment of his own goals, but he may ultimately be able to find more personal satisfaction and peace by taking other roads.
